Net free area
The actual unobstructed opening of a vent after its screening and louvers are subtracted — not the size of the hole cut in the roof.
In practice
Manufacturers publish net free area per unit or per linear foot. Ventilation code is written in these terms, so a 12 by 12 inch vent is nowhere near 144 square inches of ventilation.
